Please help millions with mortgage rates and boost economy

Obama,

When will you help millions of homeowners with their mortgage rates?  Rates are at all-time low yet we cannot take advantage of it!  Please extend help to those with 1st and 2nd mortgages that are over the homes values and loans that are not-government secured, homeowners that pay their mortgages with no late fees.  We could refinance if values had not dropped.   This makes perfect sense to me.  Offer the banks a tax incentive to adjust the rates, not reduce principle.  Most homeowners would have more money to save and spend!  And spending would fuel the economy.  This should have been the condition for all banks receiving tarp money.  Instead, the tarp money did not even benefit the average person.  I bet if you accomplish this before the election, you will definitely win-over the undecided.   you might offer the banks a tax credit for two years.
