Fraud to become an immigrant and scams to get green card

Respected Mr.President,

My name is Faryal and I m a US citizen. I would like to draw your attention towards the scam that was happened to me by my husband Raheel. I was married 2 years ago in Pakistan and I applied for his sponsorship. During these 2 years he didn’t do anything unusual. He came to US in June 2011. When he arrived to US, he started fighting with me and abusing. My parents went to Pakistan to talk to his parents to decide something. A week ago, my parents called and told me that His parents told them that Raheel is no more interested in living with me as he got his green card now .I was at work. I came home and found that he disappeared, took all of his belongings and left no sign of coming back or any note where he is going. I called police and filed compliant which is useless as per the cops. Then I started investigating the situation that where did I go wrong that he treated me like that and I found his couple of emails from his email account that this was what he was planning since the day we married. He emailed couple of lawyers in US finding out, if he leaves me after couple of months.. will he be still getting green card or US passport. Then I figured out that his only motive was to come here get green card and leave me. I came to know that he is currently hiding in Washington D.C somewhere.

I called ICE.GOV and filed complaint against him that he used me just for Green card.  I also went to USCIS to find out more but according to them, they cannot do anything at this point.

I m a full time student and i spent almost all of my savings to sponcer him so we could live together.

My only intension is to draw your attention towards many cases like mine, where people are married to US citizens only for passport or green card.  As soon as they get it, they leave the girls or boys behind like a trash. Because they know that once they get green card, nobody can do anything. They are free.

My question to the lawmakers is that US is so strick about so many cases, then why isnt there any law for these kinds of cases or scams? Why not US Govt. issue the conditional green card or any other document for 3 years or 5 years instead of permanent green card so nobody can think of using US citizens as a tissue paper for future.
